Permits, placement and who may haul in West Chicago
Household trash — exclusive, with a building-permit exception: Code 9-142(a) gives the City's contracted scavenger (Groot) exclusive service to single- and two-family homes. 9-142(b) carves out jobs with "a valid building permit for work which requires disposal of significant debris" — then the owner or contractor may use a different disposal service for the duration of the project. Without a building permit, a homeowner's clear-out may fall inside Groot's exclusive service — call us first.
Who may haul: Code 9-143 bars anyone from the scavenger business for commercial or industrial units without a City licence, renewed by December 31; the fee is $3,290 (Appendix G). We say this plainly: West Chicago licenses scavengers, so we hold ours.
Placement: Code 4-1(g)(5) keeps dumpsters off streets unless the building official approves it in advance, and where possible 5 ft back from the curb. For permitted work, 4-1(r)(1) puts the container on private property at least 5 ft from the property line — so it is the driveway or the yard, 5 ft back.
Demolition: $80 for a building up to 768 sq ft, $210 above that and $315 for a commercial building. Residents working on their own primary residence are exempt from permit fees; working without a permit costs 1.5 times the fee for a resident and 3 times for a contractor.
