Retail refits, office cleanouts and property turnovers

A retailer clearing a store before a new tenant, an office floor cleared out, a property manager with tenant turnovers, apartment cleanouts and foreclosure cleanups — these jobs make bulky, light debris in volume, and the 30 and 40 yard containers exist for exactly that. Restaurant kitchen upgrades are the one that runs heavy, because of the tile. Cardboard, metal and concrete get recycled through local facilities whenever possible.

Who may haul for a business is set town by town. Naperville requires a commercial scavenger licence from the City Clerk to collect or dispose of commercial waste — $250 a year, or $150 in the downtown special service area, with a $50,000 bond and insurance (§ 4-2-4). The code leaves "temporary construction roll off containers" out of its definition of commercial waste, and the City lists its licensed scavengers on its website. Wheaton licenses commercial haulers each year through the City Council, West Chicago requires a city licence for commercial and industrial scavenger work, and Plainfield caps its scavenger licences at seven. We hold ours. Each town page says what that town's code says.

Placement on commercial property

On a private lot, in a parking area or a loading zone, we found no City of Naperville permit for a roll-off. A container in the street, parkway, alley or sidewalk needs a City Right-of-Way permit, and the code keeps at least 18 feet of roadway open (§ 9-1A-10). Some towns limit the hours: Woodridge bans commercial collection between 9 p.m. and 7 a.m., Warrenville bars scavengers from collecting between 6 p.m. and 6 a.m., Plainfield bans collection between 10 p.m. and 6 a.m. and keeps licensed haulers off its streets on Sundays, and Glen Ellyn limits construction hauling and loading to 7 a.m.–7 p.m. Monday to Saturday and 8 a.m.–5 p.m. on Sunday. We build those into the delivery plan.

Commercial dumpster rental — the local specifics

We found no general State of Illinois licence for a roll-off or waste hauler — Illinois EPA permits only special waste, medical waste and loads of more than 20 tires — so licensing is town by town. Naperville licenses commercial scavengers through the City Clerk (§ 4-2-4). Downers Grove lists scavenger licences at $785 and $4,680 by class. Glen Ellyn lets construction debris go with any Village-licensed scavenger. Lisle says only haulers with a Lisle licence may haul there. Warrenville's scavenger licence is $750 a year, Wheaton's commercial hauler licence $500 and West Chicago's $3,290. North Aurora requires a $270 Waste Removal Licence from anyone hauling for pay who is not its contract hauler. Plainfield caps scavenger licences at seven. Bolingbrook has no hauler licence in its code.
