Demolition, framing, roofing and finish

Demolition debris is where the weight is. Concrete, block, brick, asphalt and tile go in 10 yards loaded level, because a 30 heaped with rubble is more than the truck can lift and more than any allowance covers. Framing and drywall go in 30s and 40s. Shingle roofs go in a 10, 15 or 20 depending on the size of the roof.

Asbestos is an Illinois EPA matter. Before a regulated demolition or renovation, the owner or operator mails Illinois EPA's notification form with a $150 fee 10 working days before work starts. Privately owned homes and apartment buildings of four units or fewer are exempt from that rule — buildings once used for commercial or public purposes are not — and Illinois EPA still says asbestos should be removed before demolition, ideally by a licensed contractor. Asbestos-containing material never goes in a roll-off. We will ask what the building is before we quote a demo job.

A house demolition in Naperville needs a City demolition permit — $1,045 for a one- or two-family home (§ 1-9H-1.3.4), $134 on the commercial schedule — and the permit conditions make the owner promptly and properly dispose of all debris, secure it from blowing, not burn it and follow truck routes. Any street, sidewalk or parkway obstruction needs a Right-of-Way permit, which the City issues with the demolition permit. In the historic district, demolition also needs a Certificate of Appropriateness. Elsewhere, Bolingbrook requires a container of at least 15 cubic yards on construction sites, emptied within 24 hours of being full (§ 42-6), and North Aurora wants demolition debris removed within 15 days.

Several towns put construction debris in writing. West Chicago lets a homeowner or contractor with a valid building permit use a different disposal service from the city's contracted hauler for the duration of the project, and requires a dumpster on site for permitted work, on private property and at least 5 feet from the property line (§§ 9-142, 4-1). Glen Ellyn says construction debris is removed by whoever does the work, who may hire any scavenger the Village has licensed (§ 7-6-3). Woodridge lets contractors haul their own job debris without a licence. Demolition permits cost $1,045 for a house in Naperville, $1,000 for a dwelling in Wheaton, $780 under 30,000 square feet in Downers Grove, $625 or $775 by size in Glen Ellyn and $250 for a single-family home in Warrenville. Do you do swap-outs?

Can I mix concrete with other debris?
