Permits, placement and who may haul in Wheaton
Who may haul — the rule that matters: Wheaton Code 54-41 says no one may run a solid-waste collection or disposal business from any residential, commercial, industrial or institutional location without a contract or licence from the City Council. The commercial licence (54-44) is $500 a year, runs July 1 to June 30, needs $3 million general liability cover, and applications go to the City Clerk by June 1. Residential curbside collection is one contract only (54-42), held by LRS. The code defines construction debris but does not say outright whether a C&D-only roll-off needs the licence — the City Clerk confirms. We hold ours.

In the street: Code 58-9 bars building materials, equipment or supplies on a street or alley right-of-way for building work without a street occupancy permit from the engineering department. It is $10 a day with a $100 minimum and a $500 refundable deposit, lasts 90 days (extendable in 30-day steps), needs a certificate of insurance, and is refused if it would impair traffic or vision.
Demolition: per parcel, $1,000 for a dwelling, $75 for a garage or in-ground pool, $1,500 for a commercial building and $150 for a commercial interior.
