Permits, placement and who may haul in Naperville
Who may haul — the rule that matters: Naperville Code § 4-2-4 makes it unlawful to collect or dispose of commercial waste or refuse for hire without a commercial scavenger licence from the City — $250 a year ($150 in the downtown special service area), with a $50,000 surety bond and insurance. The code's definition of commercial waste leaves out "temporary construction roll off containers" used only during construction or remodeling, and it does not say in plain words whether a roll-off supplier needs the licence; the City Clerk (630-305-5300) confirms which applies. We hold ours.
Household trash is the City's contract: Code § 4-2-3 lets the City give its residential contractor — Groot — "the exclusive right to pick up" residential waste, recycling and landscape waste. The code does not spell out how a homeowner's roll-off is treated, so call us first on a household clear-out.
On your driveway: we found no City permit for a roll-off sitting entirely on private property. That is the simple place for it.
In the street, parkway or sidewalk: a City Right-of-Way permit is required, applied for through the Civic Access portal with a map showing where the dumpster goes. It is $88, or $120 if part of the street is closed, plus a $5,000 maintenance bond, and review takes about 14 calendar days. Code § 9-1A-10 only allows materials in the street if at least 18 feet of roadway stays usable, and only along the job's own frontage without the neighbour's consent. Book early if the street is the only spot.
Knocking something down: a one- or two-family demolition permit is $1,045 (Code § 1-9H-1.3.4), and the Right-of-Way permit is issued with it when the street, sidewalk or parkway is involved. In the historic district, demolition needs a Certificate of Appropriateness, and total demolition is "highly discouraged." Commercial buildings and apartments of five or more units also need Illinois EPA's asbestos notice, with a $150 fee, 10 working days before work starts.
