Where the number comes from: disposal
The biggest cost inside any flat rate is disposal, and in Illinois the material decides where a load can go. Mixed household junk goes to a landfill, often through a transfer station. Clean concrete, brick, rock and soil can go to a clean construction and demolition debris fill site, which Illinois EPA says is "usually about one-tenth of the cost of landfill disposal." Yard waste cannot go to an Illinois landfill at all — it has been banned since 1990 — so it goes to composting.
The operators of the landfills, transfer stations and recycling sites around Naperville do not publish their gate rates or hours, so we do not quote them. What the public rules do show is the shape of the cost: the cleaner and more sorted the load, the less it costs to dispose of. That is why we ask what is going in.
The things that move it
Weight. The flat rate includes a stated allowance — about 1–2 tons on a 10 yard, 2–3 on a 15, 3–4 on a 20, 4–5 on a 30 and 5–6 on a 40. What the town programs charge
For a small job, the hauler your town already pays may be cheaper. For anything bigger, the per-yard and per-item charges add up quickly:
Permit and licence fees — published and not
None of these change our flat rate, but they can add to the cost of a job. A street spot in Naperville needs a Right-of-Way permit: $88, or $120 with a partial street closure, plus a $5,000 maintenance bond. Wheaton's street occupancy permit is $10 a day with a $100 minimum and a $500 deposit. Downers Grove charges $85 for parkway access, $80 to $120 for right-of-way storage and a $300 bond. Demolition permits sit with the owner: Naperville $1,045 for a house, Wheaton $1,000, Downers Grove $780, Glen Ellyn $625 or $775, Warrenville $250 and West Chicago $80 to $315. A regulated asbestos project adds Illinois EPA's $150 notification fee; homes of four or fewer units are exempt.

Where the money hides
The most expensive container is the heavy one that should have been two. A slab, a shingle roof and a kitchen in one 30 yard is far past its allowance; a 10 of concrete plus a 20 of everything else stays inside both. Banned items cost money too — tires, batteries, paint and appliances with refrigerant do not belong in the box; the what-goes-in guide says where each goes instead. Yard waste mixed into a trash load is a problem under the state landfill ban, so tell us first. And never load above the rim: an overfilled box cannot be safely transported.
Keep the box where the rules allow it. North Aurora fines $50 to $750 a day under its dumpster and right-of-way rules — far more than any extra day of rental.
